This is a common problem of Windows Vista, even native safely remove hardware doesn't power off USB devices. USB Safely Remove uses Windows API functions so it also doesn't power off these devices. Theoretically it's safe, practically I do not know if it is safe or not. In future versions we will try to find a workaround to it and make USB Safely Remove to power off USB ports.
